History: Theo was a spy in a city-kingdom far away from the ports of Waterdeep. Ruled by a Celestial Emperor, claimed to be bestowed by the gods, the city was mired by courtly intrigue and cutthroat actions by nobles attempting to undermine rivals and elevate their status. Theo was the spymaster of a noble house overthrown in a political upheaval, and having lost his wards and connections to his homeland beyond memory, fled for fear of execution for a crime he didn't commit to the city of Waterdeep. Here, he works as a spy for those who can afford to hire him, and a thief benefiting the poor and hungry.
